Regional Sponsored Migration Scheme (RSMS)
The Regional Sponsored Migration Scheme visa (subclass 187) is a permanent residence visa for skilled workers who have been nominated by an employer to live and work in regional Australia. There are three streams for employers in Canberra who want to nominate a skilled overseas employee for permanent residence under the Regional Sponsored Migration Scheme (RSMS):
Temporary Residence Transition Stream
You may nominate an employee under this stream if they have worked for you in the nominated position for at least two years on a subclass 457 visa. The employer nomination is lodged with the Department of Immigration and Border Protection without input from the Regional Certifying Body (RCB).
Direct Entry Stream
The Direct Entry stream is for an employee who has NOT worked for the employer on a subclass 457 visa for at least two years.
The employer must seek the opinion of the local Regional Certifying Body (RCB) about whether the employer nomination meets specific migration requirements. Assessment by the RCB is a legislative requirement for the approval by the Department of Immigration and Border Protection of a RSMS nomination under the Direct Entry stream. A Direct Entry RSMS nomination cannot be approved without advice from the relevant RCB.
The RCB in Canberra is Skills Canberra, Chief Minister, Treasury and Economic Development Directorate, ACT Government.
The Agreements stream is for employees who are sponsored through a labour or regional migration agreement. The Agreements stream does not require assessment by the Regional Certifying Body.
